Hong Kong has a hilly terrain with a substantial portion of urban development located near or on the hillsides. Coupled with torrential summer rainfall, landslide is a long-term problem. Andrew Malone (Honorary Professor, Department of Earth Sciences, University of Hong Kong) says it is the government's responsibility to prevent or limit damage from landslips.
